Under Proposition 13, the state government would have provided bond revenue for colleges' and universities' projects as part of the annual budget act. Proposition 13 would have required the CSU Board of Trustees and the UC Regents to adopt five-year affordable student housing plans for campuses that seek bond funds. PROPOSITION 13 was a California initiative constitutional amendment approved in June 1978 that started an American antigovernment tax revolt.

Proposition 13, adopted by California voters in 1978, changed the definition of Taxable Value for all real property in the State. Proposition 13 rolled back most real property, or real estate, assessments to 1975 market value levels, limited the property tax rate to 1 percent plus the rate necessary to fund local voter-approved bonded indebtedness, and limited future property tax increases.

Today, there are many questions about the impacts of these changes. This report examines some of these questions and which of them can be answered by the data available. Proposition 13 (officially named the People's Initiative to Limit Property Taxation) is an amendment of the Constitution of California enacted during 1978, by means of the initiative process.
